How can I see it this is the case ?

(PLEX is a place, where I can watch film send by my family)

Set the Avast Firewall to private mode and reboot.

I don’t know if this might have an impact - https://support.plex.tv/articles/206225077-how-to-use-secure-server-connections/ - if you happen to be using a secure server connection. Which might as Asyn suggests be related to the firewall.
