DoD certificates blocked by Avast?

Is Avast blocking me using my CAC card by blocking my DoD certificates from being read?
I used my CAC reader two weeks ago, on my laptop, and successfully logged into the CAC enabled websites without any issues. I had no Avast running at that time because my premium account had expired and I did not immediately renew it. I renewed and reactivated my premium account and have not been able to successfully log on to any websites that utilize a CAC card on my laptop. I used my CAC on other personal computers and government computers without any issues. I have tried to add exceptions once I found the locations of the DoD certificates but with no change.
I receive the following error: “Error details: MSIS7121: The request did not contain a valid client certificate that can be used for authentication. This occurs when there are no valid certificates on the client computer, for example if all certificates have expired or been revoked. Error Code: 0x490”

And websites do not read that I have certificates loaded. I have removed and reinstalled all certificates and, as stated, my CAC is usable on every other device minus my own laptop, a Lenovo IdeaPad Gaming.

I do not believe the issue is Avast related. I did a complete uninstall, cleared cookies and history and continued with the issue. I reinstalled and will continue to troubleshoot until fixed.

If all the root certs of DOD are not completely installed, this is what can occur.
