If having selected Home setting for the firewall I would have thought it wouldn’t be too concerned with your Local Area Network Connections, so I don’t believe that is the cause of any degradation. I believe in your comment “I just disabled avast! Firewall NDIS Driver from my Local Area Connection properties.” I don’t know if that just disabled the avast firewall.

So I would re-enable that and did into the task manager and see what is using the lions share of your CPU resources.
