Does Boot time Scan start before Sys Restore starts

So everyone everywhere tells people to disable system restore before cleaning out viruses, this is because windows protects the system restore folder and AV products cant remove viruses when windows has it locked.

If the Avast Boot time scan kicks off before the system restore portion of XP loads, then avast BTS would have uninterrupted access to the system restore files and be able to remove viruses found there.

My question is “Do you really have to disable system restore if you are using a boot time scan”?

I ask this because it would eliminate one step in the process of scanning for and removing viruses. I have a website designed for home users that walks them through stuff like installing Avast, and the less steps the better:

I’m not so sure. At boot time, Windows still rules access rights.
Sorry, I’m now in Linux and cannot test but I think even at boot time some files are access protected by Windows, e.g., the ones at System Restore folder.

If this could be tested and proved to be true, it would be a great “feature” to advertise for Avast:

“Never have to disable system restore again with Avast’s Boot Time Scan”.
