NetShield. There is not an external list, it’s inside of the virus definitions database.
The VPS update includes malicious sites within it that the network shield (NS) uses, the web shield doesn’t use this as the NS get in first. The web shield doesn’t block these sites as it is a real-time scanner looking for the presence of malware on the page.
In the case of a false alarm is a good one, how are you going to know it is a false alarm ?
I wouldn’t go second guessing either the web or network shields as they have a very high accuracy percentage rate. So unless after investigation (this site) you are 100% sure the alert is a false positive then perhaps yes you could disable the shield which is blocking it. In all honesty I wouldn’t disable any shield to be able to access a suspect site.
Once it is confirmed to be a false positive, then the alert should be reported as such, which a) corrects the detection and b) helps all avast users, were disabling a shield only helps one person.

Then it needs investigating, unfortunately my crystal ball isn’t working today so I can’t visit your site to check it or see what the ‘so called’ false positive alert might be ;D
