This issue still exists in the current version of Avast premium. After uninstalling the firewall component of the software (and switching to another simple third party firewall) the issues went away completely.
Most users restart their machine about once a day so won’t notice the issue, and those who don’t will probably only notice it as an “audio stutter” problem, as that is the most obvious and exaggerated symptom; however these ‘latency spikes’ caused by Avast actually affect all usage on the PC, not only applications with audio. It’s a little more obvious to the eye when you’re accustomed using a beefy high end gaming rig that has no problem with almost any software or game thrown at it.
Even though it might be missing some features for a premium application, I liked the Avast firewall, and will probably return to using it in the future sometime after they squish the bugs.
