Emailed 6 Digit Code to add device to sync list

I have never received an emailed 6 digit code to add my device (laptop) to the synced device list. Tried multiple times, waited, checked spam folders and even did a clean install.

Windows 10
64 bit
Avast Free 18.7
Firefox 63.0.1

Ultimately want to add Android phone and sync it to laptop.
