After a big Windows 10 update to Version 1511 Build 10586.17, I could not send or receive messages in MS Outlook 2013 - all I got was error message 0x800CCC0F. Solved this by use of the ‘repair’ option that is offered if you go to uninstall avast! free. After the repair to avast! free messages are sending and downloading OK. I’m just offering this information in case it’s of any help to anybody who has had a similar problem following this update.
The “Repair” feature/function that Avast offers with it’s installation is an excellent feature and has/does solve Many, Many issues/glitches that are caused by a corrupted Avast installation due to major OS updates/upgrades as well as many other causes.

Also:
For a Repair go to Control Panel/ Programs&Features/ Avast and click Uninstall/Change.
The Avast installation options screen will appear, scroll up/down and choose “REPAIR”.
Be sure to reboot after the process is complete
