upon trying to remove a virus i got this message : " Virus chest server is not running .
RPC communication failed .
What are my options for next action ?

Have (or did) you another AV installed in this system, if so what was it and how did you get rid of it ?
Try a repair of avast. Add Remove programs, select ‘avast! Anti-Virus,’ click the Change/Remove button and scroll down to Repair, click next and follow.
This is a brand new puter .
No other antivirus programs were on it.
I tried to repair avast and followed your steps .
Repair was successful .
But ,
Same problem still there .
Brand new puters as you put it, frequently come packed with all sorts of trial ware (AVs being just one such item).
The RPC error is frequently see with another AV or remnants installed/remaining.

Seems that windows update did the trick and now it runs .
