Can somebody tell me a bit about that “Securitiy” thing at the bottom? I just saw that on some file for the first time in my life. 
I have seen it occasionally. One of the main places I noticed is copying a file to a external HD then loading that file to a different machine.

I’m not sure where it is, but I think there is a setting somewhere that is blocking them…I also had this with some compiled help files (.chm)
