Firewall current network will not select Private- Defaults to public

My home network can not be selected to Private. Private Network is grayed out. Defaults to Public Network.
What controls Firewall profile, Windows 10 or Avast Business Antivirus Pro?
Windows 10 won’t let me select Private as well. ???
