Firewall doesn't seem to be working on 4G/HSDPA+/CDMA

The firewall is not working at all if I’m on data but it works perfectly fine on wifi.

So the only conclusion that I could come up with is, it only blocks out 3G data. (I have no idea why though) Or, I’ve done something wrong and I will really appreciate it if someone’s kind enough to help me figure it out.

I have Galaxy Nexus on stock 4.02.
