Firewall is blocking all internet access

OK, here’s a problem I just started having (When my previous way to fix it stopped working): When Avast!'s firewall is active, I cannot connect to ANY website.

When I first upgraded, I also had this problem, but it just started up again when I returned to campus. To first fix it, I just set all of avast’s application rules to “Allow all” which worked well enough (Even if it wasn’t exactly what it was after).

Now, however, even after I have deleted ALL application rules (And gone under expert settings to set it’s actions if it doesn’t have a rule to “Allow”), it still blocks everything as soon as I activate the firewall.

Since I’m using the Campus’ internet, I can’t exactly go and fix something there, but it shouldn’t really matter. I’d rather not have to deal with Avast telling me it’s not working all the time (Since that little yellow exclamation point is annoying), so if anyone can give me some advice, that’d be great.

What OS and version of avast? Any other security software? ???

Windows 7, 64 Bit
Avast 6.0.1203
No other security related things.

On a note, though, is that after I restarted it’s working with the scanner on, so the problem has become redundant. Still, it’s technically not doing anything now, so if anything comes to mind, it’d be nice to hear.
