I have avast firewall set to private but there is a lot of blocked rules referring to public. Is this normal.
I was using windows firewall.
Any advice will be appreciated.

If I understand you, the ‘Public’ network profile is a more secure setting as it will block more connections (with default rules). A Network profile that is specifically for public/vulnerable networks.

Firstly, take comfort in that Avast is actually blocking some network traffic.
Secondly, note what ports and IP addresses are involved: You should be able to determine what IP addresses belong to what on your private network.
I’ve personally never seen one item I’ve highlighted show as my router automatically prevents port 138 from going out. See attached below:
I suggest scanning your system with this GRC site and report back what, if anything, GRC finds: https://www.grc.com/intro.htm
(Click the ShieldsUp logo to proceed>Hot Spots>ShieldsUp). This test is good for TCP transmission protocols only. It does not test UDP protocols.
→ Other than the one entry noted, everything else looks ok. Avast is blocking.

I ran the GRC ShieldsUp test.
I ran File Sharing Common Ports All service Ports all were okay.
I hope they were the ones you meant.

Did you click the attached picture of yours in Reply #3? (I’ve not modified my reply in #3, but I did come across the same entry as you on the 23rd on my system as I was looking into it. Note both ports are 138.
