I do have POP-UP PEEPER now on my OS. (for email,and love it).I have botton several requests, (see attachment) on out going message. Have been denying it. Right or Wrong,?? Thanks

The IP address 255.255.255.255 is a special IP address that is I believe local system only, see http://www.linklogger.com/UDP67_68.htm.

You need to check how pop peeper works as I think this might simply be it trying to notify you of email, but I don’t use it so I don’t know how it works.

I noticed that you use MySearch which in some circles could be classified as adware etc.
The following can help you remove it if you should decide to do that:

The message shown is a DHCP broadcast message sent out to request an IP address from whatever the DHCP server is on your LAN, usually a router. Don’t know why Pop Peeper is doing it, but usually there are redundant ways to obtain the address and something else in your system gets it so Pop Peeper can run. If you really want to see what is going on you can run a program called Wireshark, but should not be a problem if things are working correctly-just looks like Pop Peeper is trying to execute early.
