If a computer is disconnected from the Internet at one location and re-connected to the Internet at another location, does an anti-virus program ‘automatically’ detect an Internet connection and become active?

An anti-virus is always active running real-time in the background when the computer is on (assuming one is installed). The internet connection is just needed for the virus database updates and cloud features.
