Getting ERR_CONNECTION_REFUSED ERROR WHEN I'M TRYING TO REACH MY WORDPRESS SITE

I was in the middle of developing a website for my client’s business, when circumstances required me to pause it for awhile. This week I was planning to get back to it, but when I tried to open my practice site (www.wordville.dev.cc) to refresh my training, I get a ERR_CONNECTION_REFUSED error. See below for the rest of the error message.

Allow Avast Secure Browser to access the network in your firewall or antivirus settings.
If it is already listed as a program allowed to access the network, try removing it from the list and adding it again.
If you use a proxy server…
Check your proxy settings or contact your network administrator to make sure the proxy server is working. If you don’t believe you should be using a proxy server: Go to the Avast Secure Browser menu > Settings > Show advanced settings… > Change proxy settings… > LAN Settings and deselect the “Use a proxy server for your LAN” checkbox.

I have never had this problem before when I was building dev sites in my WordPress installation. Please let me know what I need to do asap. I need to have a demo for the client by the end of this week.

I tried this site “http://www.wordville.dev.cc/” with other browsers, and got same error message (ERR_CONNECTION_REFUSED). Could you please confirm this too? And if this also happens with other browsers, I see the problem more with the website.

Solved.

My desktop server wasn’t running correctly (I think that it became stale). I reinstalled it and everything started working again.
