I see you also have Norton running, you will need to uninstall that

Download the removal tool to your desktop https://support.norton.com/sp/en/us/home/current/solutions/kb20080710133834EN_EndUserProfile_en_us?product=home&version=1
From Control panel uninstall Norton/Symantec
Once done then run the removal tool

Warning This fix is only relevant for this system and no other, using on another computer may cause problems

Be advised that when the fix commences it will shut down all running processes and you may lose the desktop and icons, they will return on reboot
