I would say no, because I’m located in Germany as well und I updated 2 devices without an issue.
That’s really weird. Deleting app data in Settings should definitely solve the issue, but you will lose most/all your Mobile Security settings which you probably don’t want to.
Can you try on other networks? Like on 3G or some other WiFi.

I have deleted the app data and now the app has updatet to version 140109-01 and everything is ok!
