Help my laptop was recently attacked by the FBI Moneypack Scam Virus/malware

And I only have access to the Free Avast Program. What do I do!! I tried to remove it but it simply came back

I mean the virus doesn’t seem to lock the computer up inless I have an active connection. And it doesn’t pop up in safe mode with internet on.
