Sounds like you have an adware infection, do an Avast boot time scan, if it still happens give Malwarebytes a go.
If it’s avast pop-ups adjust the duration.

I’m repeating the question first asked by Pondus here but what popup’s are you talking about.
Malwarebytes is a software program specifically designed to ‘detect’ and ‘remove’ malware from your computer.
Most on this forum would say there is none better for the purpose described.
