How do I 'enable' Network Shield?

I’m using Windows XP and since updating to Avast v 4.5-523 Network Shield has been ‘greyed-out’ on the On Access Control list.

I’ve uninstalled & re-installed Network Shield (via Add/Remove Programs) but nothing happens - can anyone help please?
