Even though I don’t use the Avast securelineVPN, I am in fact using NordVPN, and Avast home screen (status), show the right location for the VPN, but even though I’m using a different VPN than what Avast say to use, Avast software should detect I’m using a VPN and stop that annoying banner at the bottom.

I’m afraid that link for adding/removing modules no longer corresponds to the new version of Avast (19.1.2360 (build 19.1.4142.0)), there is no module add/remove section, I’ve looked in every section of settings there is, it looks like Avast devs have removed the ability of adding/removing modules in the new version.
As can be seen with this screenshot of the settings section of the new version GUI.
Regarding the Avast SecurelineVPN, as far as I know it’s not enabled because it doesn’t show in the privacy section among the other modules.
Try the alternative method.
Did you click on ‘Troubleshooting’. Should be option there.
Ok, yep I found it, and SecurelineVPN is not installed, and I’m still getting that banner on the main status page when I’m using NordVPN, it’s still saying my location is visible and to click resolve.
If windows action center can detect if a 3rd party antivirus is installed, I’m sure the Avast software should be able to detect if a 3rd party VPN is being used.

Well periodically I get the “Your location is visible"Toaster Popup” and sometimes in the bottom quarter of the Main UI page. I certainly don’t have the avast Secure Line product installed. This one in the UI has just appeared, this simply wouldn’t be available to them if Avast weren’t installed.
It is nothing more than a blatant Ad (and a bloody bad one) for the avast Secure Line product. I hate the give the user a headache and sell them an aspirin type of ad. I don’t think I’m different to the average user there is no way I would buy anything under these circumstances. Marketing needs a wakeup call.
I have Avast installed as an invited guest into my system, I don’t expect guests to try to sell me something in my house. If avast weren’t installed it would have a damn sight harder task to say where I am (certainly externally as is the case of the OP usalabs14). Using this privileged position being installed on my system shouldn’t be a sales tool.
Presumably the OP usalabs14 is using avast free or he should be able to disable the promotions (ADs) for other avast products.

No I’m not using the free version, I’m using the paid version of Avast internet security.
I did a little experiment and installed (via the module installer) Secureline VPN, and that banner don’t come up as long as I don’t enable it, whereas enabling it means I would need to purchase a license to use it, and installing secureline VPN module, has stopped the banner at the bottom of the status screen.
So for anyone that uses the paid version of internet security, and already use a 3rd party VPN, and keep getting that ‘Your location xxxxxx is visible’ just install Secureline VPN (via the module installer), but don’t enable it, then restart the PC.
As can be seen from the 2 screenshots, I installed Secureline VPN, but it’s disabled, and from the 2nd shot, can be seen that the banner is no longer shown.
You can disable the ads in the paid versions: Avast GUI → Settings → Personal Privacy
The first thing I did when I purchased a subscription was to uncheck all the boxes in the ‘Personal Privacy’ section, but the banner still came up until I installed the VPN component, then the banner vanished.
I just now tried uninstalling the VPN component, then restarted the PC, and still with all the boxes unchecked in the ‘Personal Privacy’ section, the banner re-appeared, it seems the only way to remove that VPN banner is to actually install the Secureline VPN component but do not enable it.
It seems, the banner is actually telling you to install the component, but it’s up to you whether to enable it or not, and as long as the component is installed, the banner won’t appear.

This circuitous action certainly isn’t what I would have expected to remove the banner ad in the main UI. Even more so in a paid version of Avast if you have unchecked the option to display promotions for other avast products.
The banner is the same as the one David R posted but without the ‘Upgrade’ button and instead of showing the text ‘Your IP address xxxxxx is visible’ it would show ‘Your location xxxxx is visible’

The Upgrade button is there because I’m using avast free and avast would like me to upgrade
I also find the situation describe peculiar and as Asyn pointed out, shouldn’t happen with all privacy boxes “unchecked” (disabled ads)
