I believe you’re speaking of the “Gravatar” option tech.
You just need to sign up here: http://en.gravatar.com/
And whatever blog that you sign up for, using the email address that you use for your gravatar account, the site will automatically pull your gravatar account picture.
For example, you can visit my blog, http://www.jacobytech.net and click on one of the articles. You’ll see that each one has the same image that I use for my account here.

Why not a simple avatar upload function though?
It all depends on the blog I guess. Wordpress has the Gravatar service built-in, you just need to enable it for it to work. Many other types of software have it built-in as well, or there are plugins that can make it work.
I kinda like the Gravatar idea better though. See, instead of uploading your avatar to every blog or forum that you’re a part of, you only have to do it once. Then everything pulls automatically from gravatar.com. Not only is it a central location, but it eases the network demand from the blog hosting sites, and pulls everyone’s graphics from gravatar’s site.
I guess it’s not very helpful if you want a different avatar for each site that you go to though. However, you can change it any time you like, and it autmatically appears on every site that you have it setup for.
Oh, I just did a test to make sure that my gravatar worked on the avast blog, seems like it did.
