The Internet Mail provider doesn’t block URLs.
The only Allowed URLs relate only to the Heuristics section of it (Internet Mail, Customize, Heuristics, Permitted URLs), this permission only relates to remote addresses where information/data is retrieved in iframe tags in emails. Unless you have already put something in there, doubtful or you would know where it is, this will be empty.
What is the problem that makes you want to investigate possible blocked or allowed URLs ?
during an email download it asked me if i wanted to allow or block the email and i accidently pressed block URL
I think the allow or block relates to the email and not to any URL.
Are you using the Internet Mail or Outlook/Exchange provider ?
I don’t recall these specific actions in the Internet Mail provider, see image.

I don’t know if there is anything different in policy about allowed/blocked in the Outlook/Exchange provider/plug-in, I don’t use so am not too familiar. However, checking the Outlook/Exchange provider settings it is in the same basic location, Outlook/Exchange, Customize, Heuristics, Permitted URLs
I have a question about the email controls. I have an Gmail email account that I receive through Thunderbird, now I have Avast set up to scan emails and then put a message at the end of the email stating it was either a clean email or that was a unclean email…well, I get no messages of any kind in my emails. I assume I have this all set up correctly.
Does anyone else have this set up and working correctly or are they having troubles too?

this is not really related to the original poster’s issue. I hope that we will be forgiven if I reply here.
GMail requires that you use secure connections for receiving and sending mail. avast cannot and does not scan these connections.
You can use a third party program called STunnel to manage the secure connections to your computer and then pass the mail to/from Thunderbird (or any mail client) so that avast can scan it. If you use the search option of this forum for STunnel you will find plenty of information on it.
Avast have reported that they will include the function to manage the secure connections and scan the emails in avast version 5 expected later this year.
There is an alternative for Thunderbird - to use the Thunderbird Webmail extensions for GMail which will also allow your GMail to be scanned without the use of STunnel. If you need more information on that let me know.

Don’t forget that you will not see the inserted note in the ‘Sent Items’ folder of your mail program, because avast adds the note after the mail leaves the mail program.
Also, are the X-Antivirus headers in the emails? If not, maybe avast is not scanning the emails… are you using Stunnel?
