What you can’t understand is the concept Tech is talking about (and not just about these system files in the chest), if you are unable to boot into your system. Outside windows the user can’t access the chest, if you sent an important system file to the chest and the result of that meant you couldn’t boot you wouldn’t be able to find, extract, decrypt and copy it to its original location.
This is due to the protection of avast chest, what Tech wants is a means of recovering files from the chest when you can’t boot into windows.

In case these particular files are incurably infected, you can replace them with the copies from the Avast's Chest.
