wireshark still seeing avast makes ‘dns noice’ every damn minut
You’ll also have to disable everything cloud related and CommunityIQ… at which point i’d ask myself, why do you even bother using a security software that you want to intentionally cripple?

With one update a week, you’ll pretty soon have quite a lot of malware traffic on your lan.
Anyway, you might want to check the option “My computer is permanently connected to the internet” in Settings / Updates / Update parameters.
