I want the firewall to ask me every time a new program tries to get on the internet. I do not want the firewall creating a list of applications then allowing them. Is there a way to stop the firewall from automatically creating rules?
i think its not a firewall its an automatic update setting do you want to be set up to “notify me before downloading” but if you set that settings, your automatic update turn to yellow and that the one who will bother you soon. why yellow not green?

In Firewall - Expert Settings - Policies - Default Settings - change from Auto-decide to Ask.
