How does one submit a ticket when you are told that you do not have “permissions” to submit a ticket, even though one is registered, etc. All I want to do is to submit a simple question and get a simple answer, and these “forums” seem to be the antithesis of simplicity – though I am willing to be proven wrong.

Personally I feel it will be easier all-round asking your question here than asking how to post a support ticket.
I don’t know if the permissions might be related to cookies being allowed or not.
