In the past I had the same problem and I solved it with downloading the offline version.
But now I get the message that the virus database is out of date and so I tried to reinstall the software because they can’t update the virus database

If I open the link “http://d3116203.iavs9x.u.avast.com/iavs9x/prod-pgm.vpx” in chrome, firefox and internet explorer, then I get a file download of prod-pgm.vpx. (md5: b82ee2b00bfce7a98b5a3b72466396d7, 446 Bytes)
Don’t know why the software is not able to download it. It’s easier as easy ;D

Maybe you can fix this in further versions. I will use offline install in the meanwhile.
But because I can’t update the virus database it is really bad for me with this workaround!

According to the log you’re running an outdated version (17.1).

Might be a bug/conflict in the older build, we can always dig deeper, if needed.

Basicly it was the same problem like written by the threads author.
I tried to set Google DNS Server, but no effect.

The Domain Name was corrently resolved.

I dont create a new Topic for this, I dont have any new Informations about the Problem.
And I bypassed the problem by downloading an offline installer for the same avast version.

Offline installer was working fine.
