That does not look like an error screen. Rather, it seems malicious to me? (because it seems to only allow access to webpages once you complete the survey… a possible variant of survey scam?)
could someone more experienced confirm?
edit: After reading this, I am almost certain that the above scenario is a survey scam…

Yeah, don’t click that. I don’t know the solution, but if English is your native language you can tell by the wording, grammar, and punctuation that it was not written by professionals at Facebook or Avast or anybody else legit.
I can play online game with clients, but if i use any browsers this will appear… only in http://www.fb.com or http://www.google.com.ph or any website… in " http:// ", but in " https:// " the prompt message is “THE WEBPAGE CANNOT LOAD AT THIS TIME, PLEASE REFRESH…” even if i refresh it, nothing happens… >.<
Probably best to have one of the malware experts take a look at things there to see what is going on, please run the first four tools mentioned in this thread http://forum.avast.com/index.php?topic=53253.0 and when completed attach the logs back here in your next post.
