I have updated avast today July 21, 2015 and blocks all sites! I had to uninstall!
A repair would likely have solved the problem.

Run CCleaner to remove cleanup the registry.
Keep scanning/fixing till nothing is found anymore

I had already done. It 's the new version that blocks sites. Uninstalled and reinstalled.
Did you use the removal tool ?
also check: if you use a firewall with outbound protection, you may need to delete all avast rules in firewall, reboot and create new rules when firewall ask

I wonder if this is similar to a topic I saw on https certificates, being down to having an old version of Firefox, the ESR version.

Before this update, everything O.K.
Windiws XP 32 bit
browsers Firefox, Chrome, Opera, Internet Explorer
No other security related sofware installed
No AV before Avast

- Download Avast Free Antivirus: https://files.avast.com/iavs9x/avast_free_antivirus_setup.exe
- Follow instructions: https://www.avast.com/uninstall-utility (Run this tool for all prior installed Avast versions…!!)
- Reinstall Avast with the downloaded installer from point 1.
- Reboot.
