To install avast you need to be the system Administrator and not be logged as a common (limited) user.

I am the system Administrator.

The installation got corrupt someway: files and/or registry keys access rights.

Can you try to repair your installation?
Go to Control Panel > Add/Remove programs > avast! antivirus > Remove. Then choose Repair function in the popup window (Repair). You must be connected to the internet while repairing.

If that does not solve, I suggest an installation from the scratch:

  1. Uninstall avast from Control Panel first.
  2. Boot.
  3. Use Avast Uninstall for complete uninstallation.
  4. Boot.
  5. Install again the last version.
  6. Boot.
  7. Check and post the results.

It hasn’t even gone that far. The software in not installed on my computer I only have the setup.exe file i downloaded and i try to executed that when I get the error message.

If you’re sure you have admin rights… maybe just download the setup again to be sure it’s not corrupted and test again.
I see no reason for it to not work.
