When I attempt to start either the network installer or full offline installer, I receive the same error when attempting to install Avast:

The error (for search purposes) is:
The application was unable to start correctly (0xc0000022). Click OK to close the application.

Any idea of how to resolve this with Windows 10 with all most recent updates?

It might be another program interfering, so you could try closing or deactivating whatever else is running, also unplug all non-essential devices that you might have connected to your computer. It may also be possible to install in Safe Mode, but there seem to be conflicting opinions on whether that will work.

Are you using an account with limited rights while trying to install Avast ??? The program should be installed by the user with Admin. rights.

Unfortunately no, nothing else is running and this is being run under an administrator account. I also tried the most recent offline installer with the same result.

I did run Process Monitor and captured the event. I was hunting for “ACCESS DENIED” errors in the log and found the following matching items, which does lead me to think it is some kind of strange permission issue:

Did you enabled the admin account ?
If not, you can’t even see it.

The account of this user IS an administrator of the computer and the installer is being run with administrator privileges. Are you saying that this has to be run via the Administrator user (eg net user administrator /active:yes) due to some kind of perceived permission problem for this particular Username that is an admin, but is yet receiving these “ACCESS DENIED” entries in app execution events?

FYI, I finally managed to get access to the system to attempt an install as “Administrator” as well and got the same result:
