Since I have Avast Premier and its firewall, I cannot check ping from CMD and others apps like TCP optimizer.

How can I solve this problem? How can i set the firewall to allow me pinging?
I find the problem by myself. The program NetLimiter 4 was blocking a Windows System process.

Avast was not blocking anything!

NetLimiter 4 is a trial usage basis, no? https://www.netlimiter.com/products/nl4
Have AIS and no issues pinging avast. But then, I do not have NetLimiter either.
I use NetLimiter 4 for blocking and set limits for bandwidth programs while I play online games, but I had a wrong setting that was blocking the ping command on Windows. NetLimiter 4 is still in development, however, is working well in W10.
