Welcome: Is it legal?? ??? I don’t think it’s illegal.
I personally believe downloading from the ‘official Product Website’ is always a good choice. 
It also appears to be down (so no analysis can be carried out), which isn’t good and as mentioned best to get downloads from source of well known reputable download sites.
The domain registration information for the site is through an anonymous registration go between (PrivacyProtect.org) and personally for something like a download site I really would like to know who is behind it without having to dig around for information.
So I wouldn’t touch it.
