I just want to know if I can change the http link “http://files.avast.com/files/avast/latest” into the /etc/avastvpsupdate.conf file with "http://myserver/ ? I want my Avast client download the file 400.vps from “http://myserver/”. Is it possible ?

of course. The present updating system has two steps - downloading 400.vps, and then, calling avastvpsreload (that’s what avastvpsupdate.pl or avastvpsupdate.sh does). Both scripts will happily accept different URL…
Basically, all what You need is to obtain the new 400.vps file, so there are many ways how to do something like “local vps sharing”…
