To be able to repair any file infected by any possible virus with 100% certainity, the whole files would have to be stored in the VRBD (i.e. the VBRD would be very big).
So, no, it’s not 100% secure; however, the information to store in the database has been chosen such that the probability of successful restoration is very high (according to how the common viruses work).

Of course, it’s important for the restoration that the VRDB contains information about the original (clean) files.
