I notice that chillingeffects.org gets a full-on-red-very-bad rating in WebRep. It seems simply to report legal complaints relating to online activity, particular where Internet users have posted copyright material, so I’m wondering if the negative rating is the result of users within the recording and film industries voting against a site they don’t like (as a form of propaganda) or if there is something untoward about the site in relation to phishing/viruses/malware? Any clues anyone? Incidentally, I have no connection with the site other than visiting it after seeing a comment about it on a Google search.
Well, kinda since it is very user dependent. Even the FBI had once a red rating because of the massive arrests they made against random websites.

It is a matter of how Internet users see what it is offered by the site and how it might be used. Also some web rep apps use other methods beside what users might say.
Supposedly, web tools such as WebRep, WOT, and their ilk, are supposed to help the average user in making better choices before clicking on a new and unknown link in Google, Bing, etc. However, as you noted, some sites can be deluged with nefarious and negative ratings, and hence get a bad rating as above, and thus get an undeserved and erroneous rating.
As polonus suggests, scanning a site before entering with webutation or Zscaler zulu will let you know if a site is actually clean and safe to visit. If you are not sure, both polonus and Pondus routinely scan sites and provide analysis, and would do the same for you if asked. This is really the only way to know if a site is safe and clean to visit, scan first and then visit.
