I could see that in the report I pasted above.
My question is who’s that, and what programs can be associated with it.
As they’re apparently small and there’s no discussion about them that Google picks up, there’s no way to research them.

Certificates are (to my knowledge) not for a application, they are for data transport protocols. (e.g. hpptS )
Google is your friend.
Lookup the contact details of the issuer and ask them for what/who they have issued the certificate.
