Locate command not responding

I have a few devices that will not respond to the Locate command. All have 4 bar signals, I am looking at them as I type this. Any idea as to what might cause this issue?

All devices have the latest versions of AV and Anti-Theft installed.

I have noticed that when updating a rooted device the Anti-Theft is disabled. Make sure it is enabled and all issues are resolved then reboot the phone and try again.
