If someone has stolen my phone and turned off wifi and data traffic, is it still possible to track/locate my phone?
If not, is there an sms command to turn on data traffic and then send a command to locate/track it?

No. How would it communicate?
But you can remotelly lock the phone (so they won’t be able to turn off wifi and data) and also get the GPS/internet coordinates.

It is… AT will activate WiFi & GPS and try locate it… By using sms commands of course, not the web interface.
