My smartphone is rooted and I installed CyanogenMod 10.
I didn’t install the Google Apps. I didn’t set up Google on my smartphone.
I don’t use any services of Google.
Can’t I use avast! Anti-Theft or either login to my avast! account without having a Google account set up on my smartphone?
we use android cloud to device messaging to communicate with the device. that’s why a google account is needed.
however - you can use sms commands to send commands to the Anti-Theft installation.
they work even more reliable, even without internet access, and offer all the functions aswell.
I have exactly the same problem on my Galaxy Nexus (i9250) with Cyanogenmod 10.1 (nightly) installed. Every time I try to register with my avast account, I will get a PHONE_REGISTRATION_ERROR.
I am using a Google account and it works within the play store and all other Google apps .
The LogCat outputs:

I removed my Google account and recreated it but this didn’t solve the problem
