While it’s not entirely clear from that page, it sounds like they’re talking about phishing that actually originates (or at least passes through) those domains. That’s as opposed to what we usually think of as phishing, something from “joeblow-dot-com” pretending to be, e.g., paypal or a major bank.

Too many high-user sites are allowing themselves … and their customers … to be used by phishing scammers. I hope they will repair their security faults in the near future.
