If your mouse wasn’t working, how were you able to open your browser and go to the Avast! forum and type this? ???
No, I think Avast! doesen’t disable your mouse because its not a firewall. :-\
I used the touch pad.
I fixed the problem by restoring my system from before I installed Avast, which was blocking MS’s software dl for the mouse. then I installed the MS software. Now I am about to reinstall the Avast sw.

First avast doesn’t block, but scans and alerts to infection, so this sounds more like conflict with another security application.
Have (or did) you another AV installed in this system, if so what was it and how did you get rid of it ?

Let your USB drive plugged and run Autorun Eater or Flash Disinfector, allowing them to clean up all drives. They would create hidden folders named autorun.inf in each partition and every USB drive plugged in when you ran it. These folders protect your drives from future infection. After that, reboot your computer.
