As far as I’m aware the new recommendation program is only available in the English language version of Avast. Presumably the Star icon isn’t in non English versions of the Avast UI.
Just checked out Bob’s video link and it confirms the above:
The new recommendation program is currently available only in English. More languages for the recommendation program will be available soon.
