I always run mailshield, but after the recent program update, outlook fails getting to my bluehost server with 0x800CCC0F. If I turn off mail shield it works ok.
Anyone have any ideas?

What version of avast are you using ?
What is your operating system and firewall ?
If the mail shield was previously running - the most common cause is a firewall blocking changed avast processes, hence the firewall related questions. That said if this were the case, I would expect to see similar problems with the web shield.
That said 2: If you are using MS Outlook (what version ?) that has its own avast plug-in that handles email scanning. There is a possibility that this Outlook Plug-in is disabled.
I don’t use MS Outlook so I can’t speak from personal experience.
I have a similar problem. Yesterday, I updated Avast. Now, Microsoft Outlook and Firetrust MailWasher do not operate correctly. If I disable Avast Shields, I can use the software. The software operated correctly before the Avast update.
Operating system: Microsoft Windows 7 Professional.
Outlook version 14.0.7145.5000 (32-bit)
A suggestion re MailWasher:
By editing the EmailShield.ini file, [EmailScanner] section using using notepad:
C:\Documents and Settings\All Users\Application Data\Avast Software\Avast\EmailShield.ini (XP)
C:\ProgramData\Avast Software\Avast\EmailShield.ini (Vista/Win7 and later). This may be a hidden location so you may have to change the Windows Explorer, Tools, Folder Options, View, hidden files and folders.
[EmailScanner]
IgnoreProcess=MailWasherProApp.exe add this line if you don’t already have an IgnoreProcess line.
Save the changes to EmailShield.ini and exit, the avast self-defence module will ask are you sure about the changes, etc. answer Yes.

Avast technical people. I repeat. I updated Avast to the most recent program version (2015.10.2.2214). Now I cannot send or receive mail using Outlook. How do I solve the problem?

TL;DR - I have a fix!
Go to Outlook > File > Options > Add-Ins
Look for “avast! Addin” (mines at the top) > Click on that > Manage: drop down box, go to Disabled Items > Click Go…
This has fixed the issue for me and my Mail Shield in avast can now be turned on
ALSO: it appears that this doesn’t disable the “avast! Addin” as i’ve just checked, and its in the active application add-ins section
I had the same exact issue this morning (i was OOO yesterday, and maybe the update came then, unsure).
So after figuring out the Mail Shield was the problem, i came here, and i seen that the second comment (DavidR) mentioned Outlook Addins… so i decided to disable and then it worked.
If what i have said doesn’t work let me know.
I’ll update if this isn’t a fix for me going forward, but as of now it is working for me.

I tried to add this line as suggested to the Avast Software and after saying yes to the pop ups it came up with ‘access denied’.
Any other suggestions as to how I can get Avast to stop blocking Mail Washer without turning off the mail scanner and having Avast continually tell me there is a problem
Two crucial things that are somewhere in this topic:
You must use notepad that is the only text editor avast allows you to use (to avoid strange characters) or you need to disable the self-defence module will block it.
This one sounds more like the OS blocking (the old UAC), you need to run notepad as administrator and then open the EmailShield.ini from within notepad.
