It’s a free antispyware program just like Spybot and Ad-aware. :-

It is listed in the “Not On The List” portion of
www.spywarewarrior.com/rogue_anti-spyware.htm ;
E. Howes says he tested it, but says nothing more . Why
spend $30-40 for an unknown product !? I saw little info
on their website.
There wasn’t a single review in most donload sites about this program. Better rely on Spybot and Ad-aware now these days.
I don’t like Omniquad software, I had problems with some of them. Just my personal experience: avoid it.
