Do I need to run both Internet Mail provider and the MS Outlook provider if I use Outlook Express? I only installed the Internet Mail Provider.

That is the correct one, I too use OE6 SP3, if you enabled the Outlook/Exchange provider, that is for MS Outlook (not express) only and you should terminate it and answer Yes to the persistence question.
