I did not get anywhere with my first attempt to fix this. Here I go again hopping for a clue as to what is wrong…
So far I uninstalled AVAST and reinstalled it, registered etc. Just accepted it in it’s default installation. This I thought would prevent the dial out. After nearly one hour downloading what looked like a no problem sequence I re booted and sat back. As soon as the desktop came on screen the blue (a) ball rotated and the PC dialled out. I left it to see if it connected to anywhere, no, just my ISP onetel. As far as my understanding goes, not very far, I blame AVAST. I don’t find the terminology user friendly
The PC is P3/450, 128ram, Win ME, and quite stable.

avast! does not dial or disconnect from Internet.
What are your connections settings?
Internet Explorer > Tools > Options > Connections.
Other browsers are similar.
What do you set there?
He has already been told all this in his other identical thread by you and I and the fact he will have to identify the program trying to gain access and firewall logs are the easiest tool to do this.
Something on his system probably has auto updates browser, etc. and it is trying to connect, unlike avast that doesn’t check until you are connected to the internet.
Or, maybe, TCPView from www.sysinternals.com

After testing various check box options to no avail, blue (a) spinning on boot up, and it dials out. I uninstalled Avast and all is well. Twice I tried this, each time Without Avast installed No dial out and the only time it dials out is when I click on my browser (e) . Logically there is a connection brought about by the Avast program, what this link is nobody seems to know. There are no automatic updates called for on my installed programs.
The only programs installed are ME, Office 2000, PSP7.
PC Cyrix 6x86/300, 128m ram. Regretfully I have to abandon Avast. Although last year I did install Avast on my neighbours laptop successfully.

As has been said many times avast! has no dialer component, are you saying that a dial-up connection window is displayed?
How are you determining avast is dialing out?
It may well check to see if you are connected to so that it can connect to check for updates, but it doesn’t initiate the connection.
To abandon avast for something like this a very minor problem (that we are happy to try and help you resolve) is throwing out the baby with the bath water.
But if you want to give up, I guess we will have to as well.
